Role - Mayor, City of Ottawa
The Mayor is the Official Head of the City of Ottawa and the Chief Executive Officer of the Corporation of the City of Ottawa.
Representation of City, business and resident interests
- Represent the City of Ottawa at meetings with representatives/officials of the federal, provincial and other municipal governments to explain/defend City of Ottawa needs, proposed initiatives/projects and challenges, to influence and seek changes to programs, legislation, policies and plans which impact City of Ottawa residents and to gain support and assistance with issues.
- Act as Chief spokesperson for major initiatives involving the City of Ottawa, represent the City at meetings with major associations and groups to promote the City and its initiatives.
- Serve as the primary representative of the City with the media; giving interviews and defending and explaining issues/decisions as well as commenting on announcements/decisions from other levels of government which impact on the community.
- Respond to issues raised by business groups and business owners, facilitate meetings/discussions to resolve issues (e.g. contracts, development proposals, City services and projects impacting business) with City Managers/Staff and stakeholders.
- Meet with citizens groups and individuals to develop an understanding of issues or problems with City services, proposals and projects; and facilitate the provision of the assistance by City Managers/staff in resolving and addressing unique or particular issues.
- Participate in civic events to promote new ideas and programs to improve the community by attending meetings and delivering speeches and presentations.
Chief Executive Officer of the Corporation of the City of Ottawa
- Establish objectives and goals for the City to deal with issues such as growth, the impacts of federal and provincial budgets and decisions. Participate as a voting member of Council in setting broad planning and service directions for the current and future needs of the City of Ottawa.
- Review and analyze meeting agendas, staff studies and proposals on a wide range of programs and issues ranging from infrastructure development/maintenance, social assistance, emergency and protective services (police, fire, ambulance), recreation and city planning and development. Develop positions and motions to influence the direction of policy/programs/services.
- Preside over Council meetings, control the agenda, recognize speakers for debate and motions and rule on questions of Council procedure.
- Participate as a voting member of Council in setting the City budget and determining service fees and tax levels as well as service/program levels to balance the provision of services to City of Ottawa citizens with the maintenance of acceptable fee/taxation levels to pay for programs/services. Approve the annual budget and tax rates.
- Execute official documents such as by-laws, major contracts, site plans, collective agreements, etc. authorized by Council.
- Provide leadership and direction to City Managers and work in concert with the City Manager to achieve the objectives of the City.
- Chair Corporate Services Committee and approve all changes to budgets throughout the year; deals with legal issues and ensures that issues of strategic importance are included in agendas.
- Serve as the primary liaison between Councillors, the public and City managers; conducting site visits and attending community association meetings/presentations as appropriate, soliciting input from the community and developing plans and strategies to address concerns/issues for residents.
- Provide leadership for the City and its residents in times of crisis (e.g. ice storm, blackout); act as the sole authority to declare state of emergency for the City.
Management of Mayor's Office staff and budget
- Hire, direct and evaluate the work of an Office Staff
- Manage office budget and approve expenditures related to duties of the Mayor's office.
