Fitzroy Harbour – Carp River Erosion Control
Study Process and Conclusions
The City of Ottawa initiated this Class Environmental Assessment (EA) to develop alternative solutions and recommend a preferred solution to address the ongoing erosion problem near the Fitzroy Harbour Community Centre. A shift in the main channel of the Carp River near the Community Centre has resulted in the loss of eight metres of land over the last decade. The loss of land and the steeping of the five metre high bank is an imminent risk to the existing City ball diamond and to public safety.
Alternatives to address the erosion without increasing risk to other properties in the area were identified and evaluated based upon various criteria. The major categories for the criteria were Technical and Regulatory Feasibility, Health and Safety, Social Acceptance, Environmental Protection and Economics.
Public and stakeholder consultation has been held as specified by the Municipal Engineers Association Class Environmental Assessment (2007).
The preferred solution is to restore the river channel to a previous alignment and to re-build and protect the river bank from further erosion at the secondary erosion site.

This project is being planned in accordance with Schedule B of the Municipal Engineers Association Municipal Class Environmental Assessment (2007). If concerns arise regarding this project, which cannot be resolved in discussion with the municipality, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Requests must be received by the Minister at the address below within 30 calendar days of the first publication of this Notice. A copy of the request must also be sent to the City contact below. If there is no request received within the designated time, the City will proceed to detailed design and construction.
